Our small crew of technical, insurance and health care experts reshaped DC Health Link into what is now the nation’s top performing health insurance exchange. We replaced the legacy platform with a custom high-performance, reliable and scalable e-commerce solution operating in the Amazon Web Services (AWS) Cloud.
With new benefit enrollment, plan shopping, premium billing, notices, analytics and reporting systems the site now easily and flawlessly serves previously uninsured or underinsured individuals, Medicaid recipients, small businesses and even the U.S. Congress. IdeaCrew replaced DC’s existing COTS enrollment software (and attendant annual licensing costs) with open source technology and delivered additional availability, savings and speed by moving mission critical functions to the AWS cloud. And we delivered the new system in just seven months.
‘Enroll’ application implementation: IdeaCrew’s software team designed and developed a full-service Individual and Small Business Health Options Program (SHOP) Web site that enables individuals and employees to register and enroll benefits. The Enroll system additionally supports SHOP employer application & benefit design, and employee roster management by employer HR staff and brokers.
Cloud infrastructure design and operation: IdeaCrew’s DevOps team architected and implemented a flexible, secure infrastructure to host DCHBX applications in the Amazon Web Services cloud. The infrastructure design enables software deployment with zero downtime, auto-scaling based on traffic load, real-time performance & error monitoring/recovery and automated deployment using Chef and related tools. As a result, system reliability and performance have improved dramatically. End users now experience page loads averaging 1.5 seconds, call center requests for assistance have been reduced by almost 75%, and the system has operated continuously, with zero down-time from the day it was launched.
An award-winning implementation: IdeaCrew was honored that our cloud design and implementation contributed to the DC Health Benefit Exchange Authority (DCHBX) winning the Best Practices award for the 2016 Amazon Web Services City on a Cloud Innovation Challenge. The City on a Cloud Innovation Challenge is a global competition of local and regional government and technology partners using AWS to deploy innovative solutions to move government forward on behalf of their citizens.
